The problem of Hayes

kakeI was in Hayes yesterday, surveying pubs for the upcoming 2013 Good Beer Guide update on RGL. But I was not in Hayes (London Borough of Hillingdon); I was in Hayes (London Borough of Bromley). London has too many Hayeses!
At the moment, RGL has Locale: Hayes for the one in Hillingdon, but no locale for the one in Bromley. I can't remember why we decided to let the Hillingdon one have the name. Confusingly, we also seem to have Locale: Hayes Town, which appears to be a subset of our existing Hayes locale.
What should we do about this? Have two locales called e.g. "Hayes, Bromley" and "Hayes, Hillingdon"? What about "Hayes Town" — is that really a place?
